Consultation background

Parkhill Road West between Rubidge Street and Water Street is slated for reconstruction with work tentatively scheduled to start in Spring/Summer of 2023, pending budget approval.

The work will include the installation of new storm sewers, sanitary sewers, water main, curbs, sidewalks and road paving from Aylmer Street North to George Street North. The work from Rubidge Street to Aylmer Street North will include new water main and road paving, and new surface asphalt from George Street North to Water Street.

The general goals of this project are to:

  • Replace aging underground and aboveground infrastructure
  • Improve traffic flow at the Parkhill Road/George Street intersection by introducing a dedicated east-bound right-turn lane onto George Street
  • Improve pedestrian facilities

In addition to the general goals of this project, the Transportation Division is currently conducting a traffic safety review of the intersections of Parkhill Road and Aylmer Street and Parkhill Road and Bethune Street. The traffic safety review is running parallel with the Parkhill Road reconstruction project. A public meeting to share project details and hear from the community on ways to better manage traffic was held on Tuesday, December 13, 2022. Based on feedback received the project team has evaluated the alternatives and are recommending:

  • A median island to restrict through and left turn traffic at Aylmer Street;
  • Closure of Bethune Street south of Parkhill Road; and
  • Traffic Calming on Bethune Street north of Parkhill Road.

A second Public Information Centre was held on February 8, 2023 and feedback from the community was welcomed until February 28, 2023. Your feedback is valuable in ensuring the improvements to this portion of Parkhill Road are suited to the needs of the community.

The Final Report - Parkhill Road West Reconstruction Traffic Operations Review has been prepared by Paradigm Transportation Solutions Limited and will be presented at the April 11, 2023 6:00pm to 7:00pm General Committee meeting located in Council Chambers, City Hall, 500 George Street North.

Please note that we value your feedback, and though we will review and consider all input we receive, changes to the project based on community input will only be made where deemed feasible by the project team.

Parkhill Road West from Reid Street to George Street North will be closed to through traffic from early spring to late fall.
